The GST was introduced in 1991 by Prime Minister Mulroney and his minister of finance, Michael Wilson. The GST is a multi-stage tax system where tax is charged each time goods or services change hands from manufacturers to consumers. It replaced the previous manufacturer's sales tax. In creating a tax that consumers could see being added to every purchase, the Conservative government, and Mulroney and Wilson in particular, received much popular criticism.
